The short answer

As directed hire is a chauffeur booking made for a period of time rather than a fixed route: the car and chauffeur are held at your disposal for an agreed number of hours and go wherever you ask during them. It is also called hourly hire or at disposal. Destinations can change during the booking without renegotiating anything.

The phrase sounds oddly formal because it was originally an instruction rather than a product. On a driver's job sheet, the destination field simply read as directed, meaning the passenger would say where on the day. Operators kept the wording and it became the name of the arrangement.
