Three permissions, three purposes

The driver licence examines the individual. It is granted to a named person after background and suitability checks, and it is what allows them to carry passengers for payment at all. The vehicle licence examines the car, confirming that a specific registration meets the authority's condition, age and emissions criteria and has passed its inspection regime.

The operator licence examines the company. It permits a business to accept and record bookings, and it carries obligations around record keeping, complaints handling and insurance that apply to every job the operator takes. A passenger dealing with a licensed operator has a named, accountable business behind the journey rather than an individual acting alone.

What applicants generally satisfy

Requirements are set by each licensing authority and vary across the country, so what follows describes the shape of the process rather than any single authority's rules. What is consistent is that private hire licensing is considerably more demanding than holding an ordinary driving licence, and that renewal brings the checks around again at defined intervals.

What the term gets mixed up with

A PHV licence is not the same as a PCV licence, which covers buses and coaches carrying larger numbers of passengers and is issued by the DVLA rather than a local authority. A chauffeur in a saloon or people carrier does not need one; a driver of a full-sized coach does, and the two regimes are entirely separate.

It is also distinct from hire and reward insurance, which is a commercial product bought from an insurer rather than a permission granted by a council. Both are needed, and holding one does not imply the other. Finally, an operator licence is often confused with trade body membership, which is voluntary and confers no legal authority to trade.
