Reaching Heathrow from Westminster generally takes 50 to 80 minutes, heading west along the Embankment or cutting through Belgravia to the A4. Gatwick sits at 55 to 90 minutes and is often the easier of the two, since Vauxhall Bridge drops you onto the southbound roads inside a few minutes. London City is 35 to 60 minutes going east along the Embankment. St Pancras for the Eurostar lies fifteen to thirty minutes north, which makes Westminster a comfortable base for a continental departure.

Somewhere legal to stand is in genuinely short supply. Behind Smith Square the streets, Dean Stanley Street, Barton Street and Cowley Street among them, carry permit bays and short single yellows; Great Peter Street and Tufton Street sometimes turn something up. For most of their length Millbank and Victoria Street are red routes. Set-down areas around Victoria station get heavy use and turn over fast, which is why an agreed corner beats a forecourt.
Three peaks here rather than two: the morning commute, the lunchtime shuffle between departments, and a long evening beginning as the offices empty and carrying on while the House sits. Weekends stay quiet apart from tourist traffic near the Abbey. During its hours the charging zone covers the whole area, and the separate controlled zone around Parliament Square works to rules entirely its own.
